Comuna under Construction demonstrates what the "socialism of the 21st century" propagated by Hugo Chávez could mean in practice. In the spirit of the new constitution, which emphasizes political participation, tens of thousands of consejos comunales (communal councils) have been founded in Venezuela in recent years. These grassroots democratic neighborhood assemblies take care of house renovations, health care or waste collection routes largely independently of local administrations with financial support from the state. However, they can also set up municipal companies and decide on priorities in the district.
